| Natural disasters challenge relief logistics due to demand uncertainty, limited supply, and the perishability of relief items. This study develops a bi-objective crisis logistics network model that integrates shelf-life constraints, public aid flows, and demand--supply uncertainty within a two-stage robust-probabilistic framework. The model jointly determines permanent and temporary aid-base locations, perishable item allocation, inventory decisions, and public aid distribution. An enhanced \(\varepsilon\)-constraint method is used to generate Pareto-efficient solutions. A real case study of Tehran shows that the first efficient solution selects three permanent and seven temporary aid bases, with a total cost of USD 953,811.99 and maximum unmet demand of 1,536.24 kg. Moving toward service-oriented solutions reduces unmet demand by about 47.7\%. Robustness analysis shows that increasing the uncertainty-control level from 0.5 to 0.9 raises total cost by 5.10\% and unmet demand by 38.98\%. Scalability and benchmark analyses further confirm the applicability and balanced performance of the proposed framework for urban disaster-response planning. | ||
